The only thing I see done here is maybe a Poster Edges filter. I recommend searching Google for Photoshop tutorials so you can learn the basics of making art, rather than just filtering everything.

That's pretty cool but.... it looks like about 3 minutes of work with Gimp/Photoshop. I don't know if you were trying to make it look like you drew it or what, but there are ways to make it look much more realistic if that's the case. Just google it like Shanny said. I've even found some decent tutorials on Youtube. Couldn't hurt to look there either.

That's a simple filter, with settings as you choose, done in Photoshop. |
